You can download it from the developer directly from the Microsoft Windows 8 starts on 14 September 2011 (14/09/2011 03:00 pm). You can download the Windows Genuine Developer Preview ISO 8.

Windows 8 Developer Preview is available in x86 (32bit) and x64 (64bit). This release is also available in the sample application (with a note is just an illustration of potential applications, no applications will be released together in windows 8 later). ISO files all contained in http://dev.windows.com

Please note that the upgrade version of Windows 7 can not be done, just a clean installation is supported in this version.
